very low but rising HCG then dips

I have been TTC for several years, with 1 mc in 2014. I am 37 yrs old. Had 2nd IUI on July 2nd, with two large follicles on the left side, and husbands count was 24 mil. On July 13, beta was 1.4, on July 15 it was 4.2. Tested again on July 17, and it was 3.6. Does this mean pregnancy started and then failed to implant? Thank you for your help.

They are too early to draw any conclusions except the last one. In fact, in most labs these would be all considered negative as positive is usually over 5.

Doing the tests too early usually creates more questions than answers.
